PIT-9409. The words of a video version's AWS Transcribe transcript with their start and end times, in spoken order; punctuation items have null times and punctuation: true. instance_id is required for every caller, not only M2M ones, and must name the file's instance; version_id (default: the current version) must be a version of this file; otherwise 404. Access is that of GET /files/{id}/ with one exception: a reader who can open the file only because a deck they can open shows it (PIT-9227 deck lending) is refused with 403, since the lend covers file detail only. 404 {"code": "no_transcript"} when the file is not a video or the version has no transcript; 413 {"code": "transcript_too_large"} above 5 MB (about 2.5 hours of speech); 502 {"code": "transcript_unreadable"} when the stored transcript cannot be read or parsed.
